Pardon???

I am sure many of us will remember the Purulia arms drop incident. Foreign nationals involved in this incident were convicted and were sentenced to life imprisonment. I was shocked to read that most of them are now pardoned and released just because of their Government intervention. I can't see any justification in this. Will US release the Indian arms dealer who was last year arrested for selling arms to terrorist, if India requested a pardon for him? Or would UK entertain any such cases? Don’t know if this is my ignorance, but I can’t digest.
